Rules for Educator Preparation and Accountability (REPA)
As you all know, during the last academic year the Indiana Department of Education (IDOE) proposed major changes to the Rules for Educator Preparation and Accountability (REPA). Thanks to many of our dedicated educators—especially those teaching music around the state—who expressed their displeasure toward many of the proposed changes, the Advisory Board for the Division of Professional Standards deleted many of the items with which we disagreed.
The final version of the rules document was approved by the Professional Standards Advisory Board on January 7, 2010, and the governor signed the rule on March 31, 2010. Rules are typically effective 30 days after the Legislative Services Agency publishes them on their web site, so REPA would have technically become effective on April 30, 2010. However, many of the provisions won’t have a practical effect until July 31, 2010, or in the case of the testing requirements for current students, some provisions won’t take effect until 2013.

R.E.P.A. FAQ Renewal Certification Information
Recently I had the opportunity to meet with the Division of Professional Standards officials to discuss in great length the 20 provisions provided within the Rules 2002 Plan.
These provisions are there to help you--the licensee--obtain and ccumulate points/credits needed for your Renewal Certification.
Most teachers are not aware of these provisions. They provide a wide variety of activities and experiences which may be of interest to many of you. These provisions can be difficult to understand as they can be loosely interpreted with a broad viewpoint, yet they do have limitations.
If you have just become aware of these provisions, you will be pleased to learn that you can use points/credits accumulated within the last five years or since your last Certification Renewal. Your administrator can determine how many points you may get for the following provisions (like writing a book or serving on a committee). There is no longer a cap on how many points you can earn in each category.
The RULES 2002 PLAN provides opportunities for you to earn points as follows:
In-Service Credit - You will receive 1 point for 1 hour of work.
Professional Conference/ Workshop/Institute - One hour of participation in a workshop/professional conference/institute will equal one point.
New Teacher Mentoring - You will receive 1 point for 1 hour of work. Division of Professional Standards Portfolio Scoring - You will receive 1 point per clock hour of work.
Division of Professional Standards Mentor Faculty Training - This provision will also provide you with 1 point per clock hour of work.
License Renewal Professional Growth Team Member - One hour of participation for chairing the Growth Team Committee will earn you one point.
Cooperating Teacher of a Student Teacher - You will receive 25 points a year or 12 1/2 points a semester.
Cooperating Teacher for an Undergraduate Field Experience or Practicum - This provisiom will provide you with one point per assignment or for each day of observing.
Educational Travel - You will receive 5 points per trip.
Educational Research - This provision will earn you 1 point per hour of work.
Curriculum Development - You will receive 1 point per hour of work.
Professional Programs/Committees - You will receive 1 point per hour of service while on a committee.
School Accreditation Activities - This provision will earn you 25 points a year serving as a Chairperson or 15 points a year for being aTeam Member.
College Credit - You will receive 15 points per semester hour of credit earned or 90 points for 6 semester hours of credit earned.
Peer Coaching - You will receive 1 point per clock hour.
Educational Publications - You will receive a total of 45 points for a book or to 10 points per publication. You must submit a copy of your publication to the DPS to receive your points.
National Board of Professional Teaching Standards Certification OR Similar Certificate - Your portfolio is no longer required.
Other Experiences or Activities - This activity must enhance your work in the profession or contribute to your area of specialization and be documented as standards based. You will receive 1 point per 1 hour of involvement with this activity.
Please remember the point totals for each of these provisions will be at the discretion of your administrator, who will provide the verification of your participation in these provisions.
